綠色加速器正式啟動 匯聚全球資本推動新興市場可持續項目

綠色加速器(Green Accelerator,GA)今日於2026年香港綠色金融協會年度論壇正式啟動。作為一個全新的非牟利平台,綠色加速器旨在結合綠色技術與慈善資金,應對發展中國家綠色項目普遍面對的「可融資性缺口」,協助具潛力的綠色項目提升融資能力,吸引更多全球資本支持可持續發展。

Hong Kong, 7 September 2026 –  The Green Accelerator (GA) made its official debut today at the 2026 Hong Kong Green Finance Association Annual Forum. As a new non-profit platform, the GA is purpose-built to deploy green technologies and philanthropic funding specifically to address the pervasive "bankability gap" that prevents viable green projects in developing countries from securing investment.

The Accelerator will use philanthropic capital to support project design and preparation, as well as providing technical assistance and capacity building. Its goal is to transform proven green technologies into portfolios of scalable, bankable projects that meet the investment criteria of multilateral development banks (MDBs), sovereign wealth funds, and international commercial banks.  

This initiative directly addresses a key bottleneck in climate finance: the fact that only a small fraction of green projects in emerging markets and developing economies (EMDEs) succsefully reach financial close. The GA aims to systematically overcome this challenge by integrating technology sourcing, project preparation, and innovative blended finance solutions. The focus areas of GA’s operation will include energy transition, sustainable food system, circular economy, as well as water and climate resilience, where the lack of bankable project pipelines is a key bottleneck for global financial institutions to deploy capital. 

Founding members

The GA has secured commitments from a distinguished coalition of institutions as founding members, listed in alphabetical order:

  • Asian Infrastructure Investment Bank (AIIB)
  • Cambridge Institute of Sustainability Leadership (CISL)
  • Environmental Protection Department (EPD), the Government of the HKSAR
  • GenZero (Temasek-owned decarbonization investment platform company)
  • Institute of Finance and Sustainability (IFS)
  • Silk Road Fund (SRF)
  • The Hongkong and Shanghai Banking Corporation Limited (HSBC)

The initiative has received strong backing from the Hong Kong SAR Government, which supported the establishment of the Green Accelerator in the 2026-27 Budget. Paul Chan, Financial Secretary of the HKSAR Government, said: “The Green Accelerator represents another pioneering contribution of Hong Kong to the global drive for green transition. With the support of multiple stakeholders — from multilateral development banks to think tanks, from international financial institutions to innovation flagships — the initiative will bring together worthwhile projects with the capital and technology needed to scale them, thereby strengthening global efforts to channel private capital toward climate solutions in developing countries. At the same time, it will create new opportunities for Hong Kong's financial and professional services sector, while elevating our position as a global hub for green technology and sustainable finance.”

Dr. Ma Jun, Chairman of the Preparatory Committee of the Green Accelerator and President of the IFS, said: "The Green Accelerator will provide incubation, acceleration and empowerment services to green technology projects across developing economies, thereby enhancing their bankability. It also aims to systematically create new, investable green markets in selected Global South countries, by integrating affordable green technologies, developing use cases, and creating the right operating ecosystem for green industries." He added that "the initial stage of green technology deployment in the Global South will also involve setting up demonstration projects in Hong Kong and leveraging its world-class green finance and green technology services."

Accelerating the deployment of innovative climate and sustainability solutions requires stronger connections between technology providers, project sponsors andinvestors. About the Green Accelerator

Hosted in Hong Kong, the Green Accelerator is a philanthropy-funded, non-profit platform dedicated to preparing scalable, bankable green projects in developing countries. By deploying cost-effective green technologies and experienced operational teams, the GA aims to unlock global capital for sustainable development in the Global South. A Steering Committee comprising representatives from all founding members will set strategic direction for the initiative.

馬駿博士

主席

北京綠色金融與可持續發展研究院院長;中國金融學會綠色金融專業委員會主任,並出任香港綠色金融協會、CASI及香港致雨慈善基金會主席。曾任G20可持續金融工作組共同主席、中國人民銀行首席經濟學家,並先後於德意志銀行、世界銀行及國際貨幣基金組織擔任要職。中國首套綠色金融指引及標準由馬博士主持起草。

吳劍林

首席技術官

綠色發展研究院副院長暨綠色科技中心總經理、並出任大灣區綠色金融聯盟綠色科技工作組主席。擁有逾30年為不同發展階段企業提供諮詢服務的經驗,在綠色科技、汽車科技、零售科技及金融科技等領域具備豐富的科技生態體系構建經驗。曾任畢馬威中國合夥人,並擔任中國區科技行業主管合夥人。

黃翠芝

首席投資官兼亞洲團隊主管

使命導向的可持續金融管理人,逾20年橫跨亞洲及歐洲的經驗,專注引導機構資本投向可投資的項目組合。現任亞洲基礎設施投資銀行(AIIB)私營資本動員顧問,並出任香港綠色金融協會執行副會長。曾任渣打銀行董事總經理兼亞洲區可持續金融主管,於21個市場建立執行能力,涵蓋可再生能源、綠色建築、航空、航運及工業減碳。早年於倫敦及香港的摩根大通等投資銀行從事結構性信貸及證券化產品業務。現為香港綠色建築議會董事會成員,以及金融發展局政策研究小組委員會成員。

霍蓉蓉

首席可持續發展官兼非洲團隊主管

逾20年國際資產管理及投資銀行經驗,近期出任 Ninety One plc 董事總經理兼國際業務主管。此前於滙豐服務12年,參與創立其綠色金融業務,聯合主導集團首筆綠色債券,並為首批可持續金融全球聯席主管之一。現主持倫敦金融城綠色金融倡議的國際工作組。

約30年世界銀行經驗,主理亞洲、非洲、中東及中亞的農業、水資源及鄉村發展項目,涵蓋氣候智能農業。曾任世界銀行與中國農業合作的對接人。
